By way of addition to my note on this subject for your January meeting, I enclose a copy of a very recent minute to Mr. Moreton aimed at bringing the Minister up to date with this project.

This is for your personal information. I do not think you could use any of the detail but if the matter is raised, you could say that it is true that foreign finance from the USA and Switzerland is now reported to be in competition with ECGD, as well as the French. ECGD are in touch with the Tunnel Company and have by no means abandoned the field.

You may be interested to know that Mr. Montague recently telephoned me with the suggestion that ECGD hold fast to their terms. He seemed to think that even if American finance won the day, Costains would still get the contract.
