The Senior Assistant Masters/Mistresses have been performing

the duties of an Education Officer, and yet they are receiving about a half of the latter. We have repeatedly requested in vain to extend their salary scale to the maximum point of the Masters/Mistresses, on the ground of equal pay for equal work as advocated by Government.

The Sister Tutors of nursing schools have much better qualifi- cations than their counterparts (salary-wise), the Senior Sisters, and yet they have much inferior promotion prospects. We have requested Government to remove this anomaly, but the reply is 'the matter is receiving attention'.

Teachers in the Technical Education stream have long been com- plaining against their inadequate promotion prospects as compared with their counterparts in the General Education stream, and their working morale has been extremely low. In spite of submissions by the technical education staff, no action has been taken by Government.

7. The Extension of the Age of Retirement at 60

The present age of retirement is 55 years, and extensions may be granted on application by officers and on recommendation by the Head of Department. In other words, as it is, extension of service is granted as a favour rather than as a right of the officers. With improved medical care and public health, the life expectancy of local people has much improved. In fact, many pensioners have been doing work appropriate to their training and experience, either in the Civil Service or in private establishments, well into their 60's.
