Affairs

During Lord Shepherd's recent visit to Hong Kong he received a petition and memorandum from the Chinese Civil Servants Association. Although copies were sent to you at the time a further copy is enclosed for ease of reference.

2. The petition covers a variety of topics concerning staff relations in the Hong Kong Civil Service, but all are viewed in the context of the Senior Civil Service Council. The Association's Officers were concerned, at the time of the Minister's visit, about whether they should support any proposals for the continuation of the Council when its initial trial year ended.

3. We do not know whether the Council's constitution has been, or will be, renewed or, if renewed, in what form it now exists. We should be grateful for your advice on this point, and on the views and actions of the HKCCSA at the time of renewal. Also we would welcome your advice on what reply, if any, you consider we should send to the Association, especially regarding their suggestion of a Royal Commission to look into Staff Relations.
