The staff side of the Senior Civil Service Council agreed at the Council's meeting held on 16th June 1969 to continue with the work of the Council, and to review the terms of the 1968 Agreement again in one year's time.

The draft minutes of that meeting (which are expected to be confirmed at the next meeting on 15th September 1969) are enclosed and it will be seen from Minutes 44/1 to 44/5 that although the Hong Kong Chinese Civil Servants' Association attempted to block renewal of the Agreement, they were dissuaded by the other two Associations and even- tually agreed to continue with the Council subject only to one minor amendment to the Constitution.

With new machinery of this kind it is undestandable that individual associations should experience some difficulty in accepting the need to sacrifice sectional opinions in the interest of reaching overall agreement on service-wide matters. In the case of the Hong Kong Chinese Civil Servants' Association, it appears that it will take some time for their members and leaders to recognize this but the leaders of the other two Associations and Colonial Secretariat officers (in off- the-record discussions) are trying to get them to see the advantages to the service as a whole in facing up to the responsibilities of Council membership.

It is accordingly suggested that a reply might be made on the lines of the enclosed draft. For your records, the following brief comments are given on the points raised by the Associations in their discussion with Mr. Jones and in the letter to Lord Shepherd: -

Equal Pay for Women

This is under full discussion on the Senior Civil Service Council (and its General Purposes Committee) as minute 40/1 of the meeting held on 16th June shows. There have also been informal dis- cussions between the leaders of the three Associations and the Establish- ment Officer. The H.K.C.C.S.A.'s statement in para. 3 of their letter
