STAFF RELATIONS IN THE HONG KONG CIVIL SERVICE

The Minister of State for Foreign and Commonwealth

Affairs, Lord Shepherd, has directed me to reply to your

letter to him of 7 June, 1969, concerning staff relations

in Hong Kong.

Your letter and its enclosure have been carefully

studied,and due account has been taken of the grievanæs

together with

mentioned therein, and of the note of the meeting you

held with Mr. Daniel Jones, M.P. in April 1969.//Lo

Shepherd however, finds himself unable to agree that

there is any need to appoint a Commission to enquire

into staff relations in the Hong Kong Civil Service and Achwes

feels that it would be regrettable if, after only one

year's experiment, the Senior Civil Service Council should

cease to be an effective consultative body. The Council

seemingly provides adequate machinery for full and frank

discussion of service-wide matters which concern the

staff, while leaving provision for individual Associa-

tions to represent sectional matters outside the Council, and ensuring that the rights of individuals by way of petition are not

affected by the creation of the Senior Civil Service

work for a further period of one year, with only one
