tution. Secondly they suggested a Royal Commission to
look into staff relations in the Hong Kong Civil
Service.

Only ten days after the HKCCSA addressed

participate in the Senior Civil Service Council, with
only one minor amendment to its constitution the
appointment of a staff side secretary. After only one
