Careful consideration has been given to your above
Saving Despatch, concerning the Hong Kong Chinese Civil
Servants' Association and the value of the Senior Civil
Service Council. Lord Shepherd was pleased to note that
agreement had been reached to continue the work of the
Council, and trusts that it will quickly become a
permanent and effective feature of Hong Kong's public
service.

have no objections, the enclosed letter, which is based
upon your original draft, be sent to the Hong Kong Chinese
