Mr. Foggon's conditions and says that he will give his decision
on a submission from the department which he awaits.
(The submission will be made after further consultation with
Mr. Foggon).
(iii) Kai Tak Airport: this has been briefly discussed with the
Governor and it has been explained to him that although ministerial intervention is proposed we do not hold any high hopes that it will be successful in obtaining either the financial facilities sought or any other form of largely token
assistance towards the projecte A submissi on is nearing completion in which the recommendation will be that
Lord Shepherd writes in fairly forthright terms to his
colleagues in the Treasury, ODM and Board of Trade.
If the Governor should raise the point about assistance
with "contractor finance", we will of course do all that we can to secure ECGD assistance and backing for any loan finance
needed in connection with British contracts.
