Your undated minute of January 1968 (sic)! I agree generally with your enclosed two drafts subject to the following few comments on the second draft dealing with aid procedures.
Paragraph.
2. I suggest deleting the last sentence dealing with budgetary aid. As at present drafted it would send shivers down the spine of territories like St.Helena which must continue for an indefinite future to be dependent on budgetary aid. Budgetary aid is only dealt with very briefly in the body of the memorandum, which is confined to procedures, and it seems gratuitous to kick off with a controversial policy statement about budgetary aid.
Paragraph 5
13. I suggest the second sentence as drafted is over simplified
to the point of being misleading. The administration of dependent territories is vested in Governors, and it is they who are responsible for financial and economic policies, subject of course to their general responsibilities to the Secretary of State; subject also to the state of constitutional advance in the territory, which may and usually does limit the extent to which the Governor himself, or the Secretary of State behind him, can control financial and economic policy.
To save a long essay I suggest deleting all the sentence after
responsibility" and continue instead after a comma "subject to the particular constitutional relationship in each case, for a general oversight of their financial and economic policies".
