be an excellent choice as author of this study. It

was agreed that Sir Arthur Galsworthy and Mr. King

would see him jointly to discuss the proposal. If

Mr. Morgan agreed to undertake the task, he would be

engaged by the Cabinet Office on terms to be deter-

mined by them.

Preferably he should start work on the

study in about mid-1969 and finish in 1971/72.
