I must add a proviso to the proposals in your letter relating to education and training that F.C.O. agreement is subject to the conclusions of the Mark/Phillips Working Party. We would also like to know whether you have made provision for presentations of books and for assistance for multiple text books schemes.

(iv) Southern Yemen

The question of scholarships for South Yemeni students is under consideration and Mr. Luard wrote to Mrs. Hart about this on 21 October.

I am sending a copy of this letter to Cecil Hodges at the Treasury, to Davies at the Board of Trade and to Ryan at the Bank of England.
