(10) Assess the foreign exchange requirements associated with (8) and (9).

(11) Assess the domestic resources likely to be available and capable of being mobilised to support (8), (9) and (10).

(12) Assess (a) the resources gap and (b) the foreign exchange gap. and (10) less (11) to be filled by aid (i) from all donors and (ii) from U.K.

(13) Determine appropriate form that U.K. aid should take to fill both (a) the resource gap; and (b) the foreign exchange gap.

(14) For comparative purposes it would be useful to express government revenue and expenditure (by main heads) on a per caput basis, and also to try to establish some physical relationships e.g. doctors, teachers, police, hospital beds etc., per 1,000 of the population; proportion of children of each age group attending primary and secondary school.
