Development Aid to the Dependent Territories and Associated States after 31. March 1970
The draft despatch to Territories and States circulated under cover of Mr. O'Brien's minute of 6 February, 1969, was discussed at a meeting between Sir Arthur Galsworthy and O.D.M. representatives on 7 February. It was decided that 0.D.M. would revise the draft to include various points suggested at the meeting about procedures.
2. I attach a copy of the revised draft produced by O.D.M. which I hope will be acceptable to you. Apart from one or two minor drafting amendments, I have only one comment, namely that Section V- Benefits accruing to H.M. Government should be omitted from the check list attached to the despatch. The layout of para.7 (iii) also needs to be slightly changed.
3. It is important that we should get the despatch off to the Territories and States as soon as possible, I should be grateful, therefore, if you would let me know whether the enclosed draft is acceptable or whether you wish to suggest any amendments. I would appreciate a reply by
7 March, if possible.
4. It is proposed to send the despatch to the dependencies under cover of a personal letter from Sir A. Galsworthy which can incorporate the points previously made by Departments which relate to specific territories and are not of general application.

5. A slightly amended version, which is attecated to Mr. Sewell's copy of this minute, will be sent to the Associated States by O.D.M.
