My only comment on the draft despatch you
sent with your minute MF 23/1 of 4 March is
that it seems even less appropriate to-day to
the circumstances of Hong Kong than it did in
January when Mr. Stewart replied to your
letter of 30 December 1968. In fact We are in the midst of discursions about
about to didouss the Hong Kong request for a
loan to develop Kai-Tak airport with the
Treasury and it will be no surprise to you that N.P
I am not too optimistic about the outcome. //
