Thank you for your letter of 15th May about Development Aid. All you say is well appreciated and I can assure you that we shall not be basing applications on the Despatch we prematurely received.
As you say, we do not regard our
Kai Tak request as a request for aid; this is also partly true, at least, for our application for funds towards aeronautical telecommunications, because our obligations arise from obligations undertaken by H.M.G. in ICAO and the basic responsibility is H.M.G's under the Chicago Convention.
