CONFIDENTIAL
In certain countries technical assitance may make a greater
impact than capital aid. To assist in focussing attention, I
list four categories into whichmost aid recipient countries can
be put:
i)
ii)
iii)
iv)
lame-duck countries, which our aid does little or no
good and where in the absence of other considerations it
would be in the interests of our general aid effort to
taper it off;
Countries which have reached a stage in development
where they could manage with less aid;
countries where it might be in our political or commercial
interest to provide aid or more aid;
countries where we may be obliged, for various reasons,
to give more aid in the near future, e.g. Nigeria.
7. The first priority is to have your comments on this year's
aid framework by 13 August and any comments on the longer term
outlook which you are not able to provide by then will be welcome
after that date.
