The increase has already been agreed vide your letter 2 FD 1102/01 of 19 September.
11. INTERNATIONAL CENTRE FOR ADVANCED TRAINING, TURIN
NEW ITEM £0.05m.
It is not now expected that the agreed contribution of £100,000 will be wholly disbursed in 1969/70 and the allocation is required to accommodate the carry-over to 1970/71.
iil. ASSOCIATION OF AFRICAN UNIVERSITIES
NEW ITEM £0.012m.
A new multilateral grant of £12,000 has been agreed.
f. TECHNICAL ASSISTANCE (REGIONAL PROGRAMMES) SCAAP/TANCA
INCREASE OF £0.678m. to £7.25.
You are aware of the increasing pressure on these African Technical Assistance programmes which bring us political and commercial, as well as developmental advantages. The additional allocation now proposed will provide room for manoeuvre in acceptance of new projects which was not sufficiently available under the original allocation.
6. TECHNICAL ASSISTANCE (GUNEMAL SERVICES)
1. COMMONWEALTH EDUCATION
INCREASE OF £0.25m. to £2.6m.
The increase is to permit extension of the scope of the programme and consideration of some new initiatives. The allocation originally proposed would not cover existing projects.
ii. POPULATION CONTROL
INCREASE OF £0.1m.
There is general agreement on the urgency of the need to disseminate knowledge and acceptance of family planning techniques and we think we should reserve some money to cover the proposals of which Treasury
are aware,
111. SCIENCE AND TECHNOLOGY
INCREASE OF £0.05m. to £2.15m.
Increase proposed to cover increased provision to be sought in the 1970/71 estimates for some extension of services.
iv. SUPPLEMENTATION SCHEMES
INCREASE OF £0.75m. to £16.75a.
A further examination has established that the run down of officers will not be as great as anticipated and that the original allocation is insufficient to meet commitments. More than is now proposed may eventually be required.
