6. Issues of development aid will be made quarterly
on the pattern of existing C.D. & W. claims.

audit purposes we envisage a simple statement
suitably certificed to be rendered as soon as possible
after the end of the territory's financial year, and
in any case no later than twelve months from that
date, listing the projects in existence, the amounts
received from H.M.G. and the expenditure incurred.
Where projects run into second or subsequent years,
