Would you please refer to Kenneth Christofas' letter to me of
the 25th September about the future of C.D. & V.
2. I am very sorry that we have been so long preparing the draft despatch to the territories.
3. I now enclose such a draft. We should be very glad to have your comments on it, after which the agreed text can be issued by the channels appropriate to the respective recipients.
4. I am sending a copy to Stanley Wright and if the Treasury have any comments I shall be glad to see them too.

Both of you will note that the draft does not purport to settle everything. We for instance will have to go into a certain number of matters a bit further with our accounts people.
