I have briefly discussed the subject of this file with you. You will not have the time any more than I have had to study the Hong Kong Illegal Strikes and Lock-Outs Bill below (1). But Mr. Foggon who leaves on a visit to Hong Kong on Saturday 25th January is not in sympathy with the proposed legislation and I think you should therefore take a glance at the papers before he leaves.
2. All that Mr. Foggon will be able to do, as be suggests, in the circumstances, is to express his personal views about the difficulties and dangers which he foresees in this attempt to legislate against illegal strikes. At this stage, this may be no bad thing, because when he returns we can all give the papers the further close attention which they certainly deserve.
