It fixed tariffs which did not respond to market pressures. But despite a reference by the Exchange Banks' Association, this has nothing to do with the sterling agreement (forward positions are completely excluded from its scope) and, in
our view, is a matter exclusively for the Hong Kong banks (in many 0.S.A. countries there never has been a forward market).
