At (43) is the Saving Despatch from Hong Kong which seeks permission to permit the selective exemption of specified factories to enable them to employ women at night. The despatch sets out the reasons for making this request in brief, they feel that the possibilities of exploitation are now minimised as far as will ever be possible. In fact, the despatch also provides an informative survey of the present state of play on the Labour Department legislative programme.

We will need Mr. Foggon's advice on the specific point raised in paragraph 11, and will no doubt also be interested in the proposed "protection of wages" legislation, on which there has been consid- erable correspondence between David Goodwin and the Overseas Labour Adviser's office. I have also attached the Workmen's Compensation (Amendment) file below; this contains only the ExCo minutes of 30 September and the draft Bill. The indica- tions, from (43), are that we should be asked to signify non-disallowance probably early in December. Mr. Foggon may have some comments on the present minutes and draft.
