The problem of the employment of child labour in family businesses is a typical Asian problem and in my experience does not necessarily depend on the level of business activity. Indeed, when the level is low there is often more incentive to get children working. I would suggest, therefore, that there might be a change of emphasis in the final sentence of the draft reply. This might perhaps read: "But it is by no means easy to devise and enforce measures of control over the employment of children in family businesses, especially those engaged in itinerant trading".
