I attach a copy of the revised answer to Mr. James Johnson's P.Q. that I have prepared

following my consultations with you.

2. I thought it better on reflection to start

the answer off by saying both that there is no

slavery in Hong Kong and that it is illegal.

Merely to state that it is illegal might imply

that it nevertheless does exist.
