In the absence of Mr. Carter I am submitting

this draft reply to a Parliamentary Question by

Mr. John Rankin about wage rates in Hong Kong.

The first draft was, in fact, ready shortly after

midday when the Parliamentary Office required the

answer. But only then did the reply to an

immediate telegram we had sent yesterday to Hong

Kong about this matter reach us, and I had to start

again.

The Parliamentary Office have since telephoned

asking that the papers should reach them by

3.30 p.m. at the latest, as the Minister is asking

for them.
