Dear Mr. Neale,
Please refer to our telephone conversa- tion this morning concerning special exemption orders covering the employment of women under the Factories Act. I am enclosing a copy of Hong Kong's Despatch and my acknowledgement, and also a copy of the article which appeared in the "Economist" on 15 February.

I should be grateful if you could provide me with as full a reply as possible, pointing out any special circumstances pertaining to special exemption orders issued in this country. It is, I think, important to allay Hong Kong's apparent fears that they may be being too rigid in permitting such exemptions from their Factories and Industrial Undertakings Ordinance.
