Thank you for your letter of 28 April reference SHW 2194/1969, concerning my enquiry about the validity of an Economist article on the restrictions upon the hours worked by women, under the Factories Act. The information you provided has been very useful and I have past this on to Hong Kong - and I dare say we will be hearing more of this matter from them in due course!
However, before writing I referred my intended reply to our Overseas Labour Adviser, Mr. G. Foggon, whose only comment was to enquire whether DEP might have further information about the nature of the work for which exemp- tion permits have been granted. I realise that this might prove to be a monumental task, but if it is possible I should be grateful for even a partial breakdown in, parti- cularly, the textile industry. I might add that Hong Kong will almost certainly make this same request in due course, especially as their policies are not in line with your own thinking on the whole question of working hours for women and young persons.
