You wrote to me on 8 December (C77A/5) about a paper to supplement K(69)1. I am sorry that we have fallen behind the timetable which I gave you when I called to see you on 18 November. Our time has been much taken up with detailed discussions of late with the Governor of Hong Kong (on other issues), though these have also given us a chance to clear our lines with him on the particular issue.

I fear that there is now no chance of our getting the paper to you in time for Ministers to take it before Christmas, though we would hope to get it to you before the holiday, May I suggest that it would be best to plan to have it taken when regular Ministerial activity resumes, which I imagine will be about mid January?
