While much has already been done in these fields I personally feel that more should be undertaken even at the expense of other developments which have been given higher priority by the Hong Kong Government.
Another problem is the gap between Government and the people. Is enough
being done locally in the field of public relations?
Although these problems are primarily for the Government of Hong Kong to deal with, failure to tackle them could result in a
potential security threat. Should not HMG, therefore, be exerting greater influence in seeing that these problems are effectively tackled?"
