I wrote to you on 28th July suggesting that an attempt
might be made to obtain agreement out of committee for the pursuance of the studies on Hong Kong envisaged in your Secretary of State's paper K(69) 1. In your reply of 4th

subject at the end of August.
I wonder whether it is now possible to make any
progress on this?
