Hong Kong Long Term Study
A study of long term British policy towards Hong Kong
has just been agreed interdepartmentally under the ægis of
the Cabinet Office and is to be submitted to the Ministerial
Committee on Hong Kong by the Foreign and Commonwealth
Secretary.

The Permanent Under-Secretary is holding a Planning
Committee at 3.30 p.m. on Thursday, 20 March, to consider
what briefing should be given to the Secretary of State in
advance of the meeting of the Ministerial Committee. Since
the paper is very long, only its conclusions and recommen- dations (attached) are being circulated but these represent very comprehensively the main arguments of the paper.
3. Since this subject and the attached paper are excep- tionally delicate (knowledge of it is restricted to three people only in Hong Kong) members of the Committee are asked
to return their copies of this paper to the Planning Staff at the Planning Committee meeting on 20 March.
