HONG KONG: LONG TERM STUDY

I attach a copy of an interdepartmentally agreed

study on future policy in regard to Hong Kong

(OPDO(DR)(69)1 Revise), prepared under the aegis of

the Cabinet Office.

2.

We have been invited by the Cabinet Office to

present the study to the Ministerial Committee on

I accoligly seek Hong Kong, and I submit for authority to do this

under cover of the attached historical note which will

bear the Secretary of State's name as Chairman of

that Committee. The Ministerial Committee on Hong

Kong was set up in 1967 to "keep the present situation

in Hong Kong under review and report to the Cabinet

as necessary" The Secretary of State succeeded the

Commonwealth Secretary as Chairman; the other

members are the Secretary of State for Defence, the

President of the Board of Trade, the Lord Privy Seal,

the Chief Secretary to the Treasury and the Minister

of State for Foreign and Commonwealth Affairs

(Lord Shepherd).

3. Subject to the Secretary of State's agreement,

the Cabinet Office proposes to arrange an early

meeting of the Committee after Easter.
