and/my letter HKK 4/1 of 20 December, have now

obtained a copy of , Luard's speech in the Fourth

which I enclore. Nations which i enclose.

A The reference to Hong Kong is in paragraph 2 at X/.

The reference to Hong Kong as a special case is in no

sense intended to suggest that there is any doubt about

a continued British presence there. What is referred to

is the extreme fouehiness of the Chinese over any

suggestion that Hong Kong might be moving towards

eventual self-government. Indeed it has been the known

Chinese attitude on this point which has prevented any

significant moves towards internal self-government for

the Colony.
