Further to your telegram number 273 of 19 December and to my letter HKK 4/1 of 20 December, we have now obtained a copy of Luard's speech in the Fourth Committee of the United Nations, which I enclose.

2.

The only reference in the speech to Hong Kong is a passing one in the second paragraph. What he, no doubt, had in mind is the extreme sensitivity of the Chinese to any suggestion that Hong Kong might be moving towards eventual self-government.

Indeed it has been the known Chinese attitude on this point which has prevented any significant moves towards internal self-government for the Colony.
