Clause 91(c): In the opening sentence of this summary the economy is described as vulnerable "to commercial policy changes in the free world", though this is not specifically stated in paragraphs 3 to 19. We think it might be better to redraft the opening two sentences of this paragraph (c) as follows: "But Hong Kong could become a major liability if. as expected, its economy begins to run down towards the end of the lease in 1997 or as a result of Chinese pressures Clause 91(7): Last line insert the words "as it may" after the word run down".

Under recozzendation (3) last line delete the word "to" and Insert the words "ite expected".
