Public Order (Amendment) Bill 1969
I hesitate to trouble you with this detailed and
complicated matter but in view of the extent of parliamentary
interest I think you should be aware of the general purport of
draft Saving Despatch. In effect this implies that, if the
Governor meets us on the outstanding points enumerated, we will
be content with the Public Order Bill as amended.
2.
The criticisms levelled against the original Bill
indeed I consider
have been conscientiously taken into account;
that in some respects we are being overscrupulous. However
I think we must accept the Legal Adviser's advice, which the
draft follows.
