demands for student participation in the management of the University institutions. Press comment has included some rather scurrilous comment on the qualifications and competence
of University staff. We have no information as to the extent to which student organisations were involved in these events but the Minister may hear something of them when he meets representatives of the Federation of Students Unions. When Mr. Fred Lee met similar representatives in 1966 they were little concerned with University matters and mainly pre- occupied with the uncertain future of the Colony and with the shadow this cast over their career prospects.

In his address to Legislative Council in February the Governor indicated the need for increasing expenditure on
assisting the needy students. While indicating that the matter was one for further study, he did show a personal pre-
ference for making such assistance, or part of it, available in the form of loans rather than grants. It is conceivable
that the students may allude to this.
