There is no question of our approaching other Commonwealth Governments to discuss the proposal for a tariff on cotton tex- tiles unless a decision has been taken to follow up the Council's recommendation on this subject. We have very much in mind our various contractual and other obligations to other Commonwealth countries as well as the principles on which the Commonwealth preference area has been built up over many years. Hong Kong ought also to understand that we have to consider the needs of our own industry.
