I pose these questions not to be
provocative but to stimulate thought.
I have
been full of admiration for the way in which
the Government of Hong Kong has set about many
of these problems already.
As I see it, there is a need to
anticipate problems well before they arise so
that solutions are available in good time.
I know that your own Governor is well aware
of this need.
Since the war Hong Kong has had a
succession of distinguished Governors. You
may be pleased to know that I saw recently Sir

Alexander and Lady Grantham who were in fine
form.
But I must especially record my highest admiration for Sir David Trench, a farseeing
man of liberal outlook, who through difficult days has guided the colony so well.
It is the responsibility of all those
who hold places in public life, be it business,
professional or any other to support the
administration in its endeavours to provide
for the legitimate aspirations of the people of
Hong Kong.
