During my talks with Mr. Cater yesterday I asked him
hether he had any views on the programme for Lord Shepherd's
visit to Hong Kong. He made the following suggestions:-

(a) Lord Shepherd should see something of the squatter and poorer tenements areas as well as the new re-settlements.
(b) Lord Shepherd should show interest in technical
education and visit the technical college.

An informal talk with the Federation of University
Students Union would go down very well.
(a) A talk to the Administrative Officers Association
and/or to Heads of Departments with a view to
(ii)
giving confidence in HMG's intentions would be very
valuable.
In regard to subjects which Lord Shepherd might wish to discuss, Mr. Cater made the following observations:-
(i) The question of corruption was topical and there was
some risk of the Communists making capital out of it. There were some incipient signs of Communist revival e.g. through their measures of giving practical help to villagers in the New Territories. It was also feared that they might be starting a new poster campaign using the Thoughts of Mao which were not "inflammatory".

(iii) The Governor certainly wanted to see progress in the
field of local government and some plans were being
prepared.
(iv) The time might soon be ripe to revive a former plan
for grouping Departments of the Secretariat in order to prevent overloading the Colonial and Financial Secretaries. The Association of Unofficials with the work of Departments might also be considered. He assumed that Lord Shepherd would wish to examine progress in the field of labour legislation etc. I think we should discuss soon with Mr. Godden what
