As to the official programme itself Lord Shepherd sees this as a continuation rather than a repetition of his last visit. He would be very much guided by your views on what should be included but after discussion with him we feel that the following might provide an outline:

(8) a visit to the Technical College and a display of

interest in technical education in general; (b)

an informal talk with the Federation of University

Students Union;

a visit to the Chinese University;

(a) a visit to an open prison;

an appraisal of the City District Officers Scheme on the ground;

a visit to some of the poorer tenement areas as well

as resettlement schemes;

(8) a session with UMELCO;

a visit to Police Headquarters, preferably for evening drinks in the Kess;

(1) an opportunity to meet representatives of the

business community; if this took the form of a dinner Lord Shepherd would be prepared to make a set speech drafted here in advance.

You will notice that visits to hospitals and factories do not figure on the above list. Lord Shepherd would however be glad to have discussions with yourself and your advisers on any subjects you propose and in particular on labour legislation and local administration. He would also, if you so wish, be willing to give a talk to Heads of Departments and/or members

of the Administrative Service.

As regards publicity, Lord Shepherd does not wish to appear on television or to be faced with a formidable press conference on arrival, He would hope to confine his public remarks as far as possible to the speech proposed in paragraph 3 (1) above, though he recognises that he might have to record a short broadcast interview and see the press briefly before departure.
