32. Lord Shepherd stressed that what was needed really was something along the lines of a super DCO. 33. Mr. Gordon then referred to an application made by the Hong Kong Government for an expert to review the workings of the Education Department and urged that such an appointment should be made as quickly as possible. Mr. Moreton said that he thought someone had already been appointed.

34. Sir Albert Rodrigues asked Lord Shepherd whether he had any thoughts on the election of members to Legislative Council. Lord Shepherd said that he was opposed to this but thought that there might be ways and means to widen the committee work procedures to bring in people from other walks of life.
