Visit to Hong Kong

Governor reports unofficial members of Urban

Council have asked for three hour meeting. He thinks

this too long, and too difficult to fit in. He suggests

Minister meets Urban Council for lunch on Thursday 5

June after informal pre-lunch discussion with unofficial

members. Our hunch is that purpose of request is to air

views on current proposals for reorganisation of local

government. While our information is that these have

been put to Governor in writing, we see advantage in

16 giving unofficials opportunity to speak their views,

particularly since, in the final outcome, initial reor-

ganisation measures must fall far short of their

ambitions and high expectations. We therefore recommend

acceptance of Governor's suggestion.

Hannam has asked whether Minister could attend

lunch he would arrange with small group of British
