Directions from J.E.C.C. are disseminated either direct to PAGENT and other District H. Q. or through Colony POLMIL Headquarters, as appropriate.

12.

J.E.C.C. has the following responsibilities :-

(a) to consult on the decisions and directions to be given to

PAGENT and othor Districts, within approved Government policy;

(b) on its own initiative, or as a rosult of recommendations

from PAGENT and other Districtz, to recommend to Government changes in policy;

(c) to ensure that appropriate plans within its own sphere are

made to implement the policy of H. E. the Governor, and to endorse or comment on plans made by PAGENT;

(d) to ensure that, where other plans have been made by ad hoc

working groups, advice is given on the operational aspects of all plans which have a POLMIL bearing;

(e) to assess current operational situations for the guidance

of the Governor's Committee and to endorse or comment on such assessments made by PAGENT:

(f) to provide the Governor's Committee with tripartite planning support on operational matters affecting the security of the Colony.

13. D.O.S. is established at Colony POLMIL to provide the moans for direct consultation on political/civil matters, for the prompt passage of information to the Defence Secretary and of instructions and information to Government Departmonts/Agoncies/Services through C.C.C.

C.C.C. is ostablished in the Colonial Secretariat and is responsible for keeping Government Departments/Agencies/Services informed of developments and for coordinating their activities.

LEVEL OF LOCAL PLANNING DIRECTION AND IMPLEMENTATION

15. A local "Security Committoo" has so far been found necessary in the New Territories only, where PAGENT (Police Army Government Emergency Committee New Territories) consists of District Commissioner Now Territories, Commander 48 Brigade and Assistant Commissioner of Police/ New Territories.
