COMMAND AND CONTROL ORGANISATION FOR EMERGENCIES.

INTRODUCTION.

1.

It is essential that there is full consultation between the three elements of the Administration, the Police and the Servicos and that plans and overall control for emergencies aro considered on a tripartite basis.

To provide for this, there must be machinery for :-

(a) assessmont of the situation on a tripartite basis;

(b) joint reporting;

(c) joint consultation and planning;

(d) joint decisions at the appropriate lovol;

(c) joint action.

The expression "joint" in paragraph 2 means that the issues concerned must be considered jointly, and joint conclusions reached if possiblo. Final responsibility does not, however, rest with tho joint organisation but romains with the arm of the organisation officially responsible. Whero disagrocment arisos and it is necessary to refer the matter upwards, all differing views should be transmitted, in order that full consideration may be given to the matter.

Boaring in mind the continuing nature of the threats to the security of the Colony and their ever-changing pattern, there is also a nood, on a tripartite basis, for frequent review of counter measures and ways of taking positive action,

There are three levels of tripartite planning and direction :-

(a) The Policy-making Level

(b) The Level of Planning and

Direction, Colony-wide.

ropresented by the Governor in the Governor's Committee.

Joint Emergency Control Committee (J.E.C.C.);

(ii) Defence Branch through

Defence Operations Staff (D.0.S.) (see para. 13)

and the Civil Coordination Centre (C.C.C.) (see para. 14).
