I have seen Er. Eaden's minute of 3 Decsaber to you shout arrangements for the circulation of telegrama concerning disturbances in the Depondent Territories. It seems from what Mr. Saden anys that, provided that the successive stepa noted in his ainute to widen the distribution of telegrAME are taken in good time, the existing arrangements cover the requirements. But I am left very much wondering why we need to put Communications Department and ourselves through this "obsteale race". I remain of the view that the simplest and most effective my of dealing with this problem - mich as we all recognise esa be of very vital importance in an setive internal security situation sould be for a standard "Disturbances Distribution" to be re-established covering all the addressees noted at (2) to (3) in Mr. Inden's minute. indiested at our meeting with Mr. Mackintosh a few days ago, I would have thought that it should be for tefance Policy Department (whether on its own initiative or on request from the Depondent Territories Administration Departments concerned) to activate the use of Disturbances Dist-ibution by passing a request to this effect to Communicavam tions Department.
