Reason must prevail:

science must be the servant,

never the master, of humanity.

Never has the scope and range of common law of mankind

been so wide. We must ensure that all mankind can have

confidence that the law is relevant to our problems.

As we embark on the 1970's, we must move into the era

of the rule of law in international, as in national,

relationships. Only within this framework can we make

progress in resolving all the other paradoxes listed

and come eventually to real unity of mankind in peace,

brotherhood and freedom in law.
