we might ponder on these paradoxes which confront the international
community:
(i) Never has man lived so demonstrably in one world.
The exploits of space travel have made it possible for
us to see our globe as it looks from the universe
beyond. This is the perspective in which we must seek
to reconcile the interests of all governments and all
peoples.
(ii) Never has such overwhelming power been so concentrated
in the hands of so few. By this fact, military power
has become less effective than ever before as an
instrument of current policy. By the same token, it
should be less difficult than ever before to reach
agreement to control and reduce armaments.
(iii) Never has it been possible to mobilise greater resources
