Conclusions

If we are to make the most of the United Nations and we must

Governments must see their policies in the round. What is done in

one connection must be consistent with what is done in another.

We must develop a much higher standard of responsibility

responsibility of advanced countries, of developing countries,

recognition of the equal status of all. We must think forward.

basis of all is the will to make the Charter work.

As we prepare for the 25th Anniversary of the United Nations

The

a time not only for celebration of what our United Nations

Organisation and its Specialised Agencies have achieved but for

thought and reflection about what it must achieve in the years ahead -

we might ponder on these paradoxes which confront the international

community:

(i) Never has man lived so demonstrably in one world.

us to see our globe as it looks from the universe

beyond. This is the perspective in which we must seek

to reconcile the interests of all governments and all

peoples.

(ii) Never has such overwhelming power been so concentrated

in the hands of so few. By this fact, military power

has become less effective than ever before as an

instrument of current policy. By the same token, it

should be less difficult than ever before to reach

agreement to control and reduce armaments.

(iii) Never has it been possible to mobilise greater resources
