Key issue before us is the Development Decade, and
wise preparations for it. We must avoid lopsided concentra-
tion on economic aspects, to the neglect of social aspects.
Our aim must be progress by general agreement rather than
confrontation on issues where no agreement is possible.
Reference to Pearson and Jackson reports, and a need
for early decisions to be taken on their recommendations.
Need for better organisation and management of UN's
effort: this may mean a restrictive approach to the UN's
assessed budgets in order to encourage the efficient use of
resources and a clearer priority for activities of direct
relevance to the development of member states.
How can we gear our policies in other spheres to support
work of UN?
UN is one, if a highly important, aspect of life and
policy of each of its members. Remarkable how far its influence
has already pervaded other aspects. Each member must resolve to
apply UN purposes and principles throughout range of its
policies, e.g.
