Agencies?

(a) General Assembly

(i) Choice of Subject

Agenda has got too long.

Let's clear away

(ii)

problems of yesterday (need we go on discussing Korea

in cold war terms? What is the use or excuse for

including an item on Oman? Could some reports be made

every 2 or 3 years?) - make way for problems of

tomorrow, among them: in this "Moon Year", Outer Space,

Sea bed (?UK ideas on international regime), biological

warfare convention; environment; possibly population

in the light of progress in the UN's plans between now

and the opening of the Assembly7. One subject probably

on agenda for last time is Law of Treaties: important

convention concluded in Vienna this year; must have

very careful consideration but much in it is to be

greatly welcomed as significant contribution to the

stability of treaties, the indispensable bedrock of

international relations.

Voting

- Avoid swamping Assembly with micro-states; must think

what to do and consideration now going forward is

welcome.

Should be possible to devise a form of

association with the UN which does not require Charter
